Challenge description

Paks is a city in Tolna County, the center of Paks District. With nearly nineteen thousand inhabitants, it is the second most populous settlement in Tolna after Szekszárd, and with an area of 15,408 hectares, it is the largest settlement in the county by administrative area. Paks was granted city status in 1979, during the construction of the nuclear power plant. Thanks to the nuclear power plant, the small town with its current population also plays a national role in terms of energy supply. In addition to its administrative and transportation role, Paks also has central functions in terms of organizing various services in the region (such as public utility supply, healthcare, education, etc.). The city is a significant employment center, and according to the 2022 census data, it had a positive commuting balance, with the number of employees commuting to the city daily exceeding the number of employees commuting from Paks to other settlements by more than 5,000 people. The increase in mobility needs within the region is indicated by the fact that compared to the 2011 census, the number of people entering Paks has increased by nearly one and a half times, and the number of people leaving the city has almost doubled.
According to a survey by the Central Statistical Office, in 2006 Paks was the 8th richest settlement in the country based on personal income tax payments. This is also outstanding because it is also the richest non-agglomerated settlement, as the settlements listed before it belong to the agglomeration area of one of the major cities.
The city is facing significant industrial developments, and its population will increase by one and a half times in the medium and long term, which requires very careful urban planning in the future.
