Challenge description

Jakobstad is a bilingual town on Finland’s western coast with approximately 20,000 residents. The town is characterized by a diverse industrial base and a growing multicultural population, with 20 % of residents speaking a language other than Finnish or Swedish.
Despite its strengths, Jakobstad faces challenges related to urban segregation, particularly in housing. Low-cost housing is concentrated in specific districts, which has led to social fragmentation and unequal access to services and opportunities.

The proposed initiative aims to address these challenges through urban regeneration and social
inclusion strategies. The goal is to:
• Reduce spatial segregation by diversifying housing options across districts.
• Foster inclusive urban environments that support interaction among diverse communities.
• Promote equitable access to public services, education, and employment.

Proposed Activities
• Conduct a peer exchange with cities that have successfully implemented inclusive urban
development strategies.
• Analyze best practices in housing policy, community engagement, and integrated urban
planning.
• Develop a local action plan for Jakobstad based on insights from the exchange

Expected Outcomes
• A comprehensive understanding of effective urban regeneration models.
• A strategic roadmap for inclusive housing development in Jakobstad.
• Strengthened international collaboration and knowledge sharing.

• Has experience in mitigating urban segregation.
• Has implemented innovative housing and social inclusion policies.
• Is willing to engage in short-term bilateral exchange under the EUI City-to-City Exchange
programme.
