Better and multi-level integration of functional urban area

We are Toruń Metropolis Association and we are looking for a proven solution or at least good practices for the actual, strong and multi-level integration of local government units in our functional urban area.
Our association was established in 2022 and it aims, among other things, to jointly plan the development and shape the identity of Torun Metropolis.
Torun is a city of voivodeship, but unlike all the other voivodeship cities in Poland, is implementing ITI instruments only since the start of current EU financial framework. Delimitation of functional urban areas has been changed, and as a result, Torun has its own ITI. That means that we are at the beginning of our journey to real, integrated metropolis, with its services, e.g. transport or waste management.
We are an association of 36 local government units, with the population of almost 450.000 inhabitants (while Torun itself is a 195.000-inhabitant-city). We are in charge of more than 150 EU projects, implemented by our members. But our desire is to reach the real integration and implement some solutions which were tested in other (older) functional urban areas.
We have participated in the EUI meeting in Poznań, Poland (2.04.-3.04.2025), where we were encouraged to apply for city-to-city exchange.

Experience in creating concepts of integration and co-operation, not necessarily within EU projects. Successful integration of local government units, inclusion of various groups of interests to the common goal of stronger and better developed urban area.
