The Tišnovsko Community of Municipalities, located in the South Moravian Region of the Czech Republic, is actively responding to growing demographic pressure and relatively rapid suburbanization, which is linked, among other things, to the development of the Brno metropolitan area. In response to growing demand for primary school capacity, some of the municipalities in this association are jointly preparing the construction and operation of a new primary school. Cooperation at the local level is already institutionalized through a long-standing community of municipalities, which provides a formal framework for shared decision-making and the provision of public services in this area that require inter-municipal cooperation. The primary school project builds on the positive experience of jointly operated kindergarten and reflects the ambition to strengthen long-term cooperation between municipalities in the Tišnovsko region.
However, the dynamics of suburbanization require that this local initiative be aligned with planning at higher administrative and political levels. The implementation of the vision for a new school therefore requires intensive cooperation between municipalities within the community, as well as parallel coordination with regional and state authorities, and cooperation with potential private partners and investors. The key challenge is therefore to establish a functional model of cooperation between municipalities and other actors, to ensure fair co-financing, and to build trust across sectors and levels of public administration.

We are looking for partner municipalities and cities that have experience with:
• Establishing and managing formal (and informal) inter-municipal cooperation in the area of shared educational infrastructure
• Introducing clear and long-term sustainable agreements on co-financing and decision-making mechanisms between municipalities
• Coordinating complex investment projects involving multiple levels of public administration (local, regional, national), especially in regions with intensive suburbanization
• Involving private partners, investors, and other non-governmental entities in the planning, construction, and, where applicable, operation of joint schools
• Orientation in legal and administrative frameworks that support the long-term provision of educational services through inter-municipal cooperation
• Obtaining support from the state or regions (e.g., co-financing, methodological support, legislation)
• Building political consensus and securing public support for joint projects in areas with functional but administratively separate linkages
