This Zoom-in aims to take a critical view of personal carbon trading (PCT), outlining some of its core components with a particular focus on the challenges that will be faced by the city of Lahti as well as the linkages with other EU policies and lessons learned from other related initiatives.
The conclusion of this report aims to determine whether PCT is still a policy ahead of its time and what else the project could consider.
