Fundão (PT) has implemented a successful innovation strategy addressing depopulation and economic decline. By creating an innovation ecosystem, the rural city of Fundão has attracted 16 IT companies, created 1 000 skilled jobs, and supported 250 investment projects. The Fundão Innovation Plan focuses on digital skills, professional retraining, and R&D, fostering local economic development and attracting talent to the city. Strong community involvement and strategic partnerships, embodied in the Cova da Beira Living Lab, have been key to success. Fundão's approach, which emphasises sustainability, inclusivity and digital transformation, serves as a model for other European cities facing similar challenges.

URBACT is a European Territorial Cooperation programme that enables the cooperation of European cities within thematic networks since 2002. The programme also provides capacity-building activities and tools, and shares knowledge and good practices to city representatives and urban practitioners.
