About this project
Innovative Action description
Being one of the fastest growing metropolitan destinations in Europe, the City of Copenhagen faces a pressing need to sustainably manage tourism flows and prevent over-tourism, while aligning locals’ needs and visitors’ expectations. CULTIGEN will pioneer a data-driven and community-focused tourism governance fed by local communities and tourists, to better understand their grievances and better inform decision-making. As backbone of the solution, the project will develop a participatory photo-voice app to engage, collect and analyse users’ data on their urban experience. The singularity of this tool lies in merging quantitative and qualitative dimensions to offer new modes of empirical understanding of tourism impacts. The unique urban insights generated, together with the support of local ambassadors, will foster tourism dispersion (rebalancing the tourist flows by empowering non-central neighbourhoods with enhanced cultural identity), and redistribute the economic benefits from the tourism sector (extending the touristic offerings through support to local economy).

We're looking for partner cities that face similar tourism challenges as Copenhagen. Ideal partners should be:
City Profile:
- Demographic & Economic: Cities of medium to large size with a significant number of tourists affecting local life and infrastructure. The city also need to have a number of distinctive neighbourhoods.
Tourism Challenges:
- Main Issues: Cities dealing with many tourists at once, seasonal visitor spikes, balancing the needs of locals and tourists
Regulatory Frameworks & Policies:
- Cities that already have some sustainable tourism policies but are open to new, data-driven approaches.
- Cities with flexible governance systems that can integrate better decision-making processes.
Partnerships:
- Cities with existing or potential partnerships with local organizations, research centers, and businesses.
Commitment to Transfer Solution:
- Cities committed to implementing CULTIGEN, with a designated coordinator for transfer activities.
Contribution to and Expectations from Transfer:
- Cities willing to share their local insights, experiences, and resources.
- Cities looking to gain better data for decision-making, boost local engagement, and enhance sustainable tourism options.

- A point person to lead knowledge exchange activities.
- Involvement from local officials, tourism experts, researchers, and representatives from local organizations and businesses.
