Participatory urban planning is a collaborative and inclusive approach that utilises and recognises the value of local knowledge by engaging residents, local stakeholders, and communities in shaping the future of their cities. It departs from traditional top-down planning methods, where decisions are made solely by governments or experts. Instead, it empowers citizens to have a voice in the decisions that affect their buildings, neighbourhoods, streets, and urban environments.

Public participation and inclusion in planning processes (especially for renovation projects) are gaining ground in Estonia. The SOFTacademy project in Tallinn has set high ambitions regarding empowering citizens in neighbourhood-renovation projects in modernist areas. Through actions and activities geared towards activating the community, the project aims to spark a renovation wave initiated by citizens and housing associations.
The project will create, test, and validate a technical and social model that can be applied to renovation projects in modernist areas anywhere in Estonia and beyond. It will improve the quality of life of inhabitants while reducing the ecological footprint of renovation works.
