The Intelligent Cities Challenge (ICC) is a European Commission initiative supporting EU cities towards the green and digital transition of their local economies, through Local Green Deals. Between 2020-2023, 80 cities developed action plans and investment plans to boost the twin transition; a blueprint for Local Green Deals resulted in 42 cities launching a Local Green Deal (LGDs) was also developed. in the new phase (2023-2025), 70 more strategies and action plans will be implemented and over 150 LGDs with local businesses by mid 2025 are expected.
Individual municipalities and city governments represent the core of the ICC target group. The ICC engages core cities that display a high level of commitment and motivation to advance their twin digital and green transition. ICC is working with EU 27 cities of intermediate size, with medium levels of maturity when it comes to the adoption of technologies for sustainable development, but which display a high level of potential to achieve transformative change in the short term.
ICC is a tailored support programme of coaching, facilitation, networking and inspiration launched by the European Commission. The programme brings together a community of cities - and their business communities - with untapped potential, clear aspirations and strong commitment to grow. Cities are working on launching a number of Local Green Deal Partnerships, in order to provide a quality of life for their citizens and improve the competitive environment of businesses.
