The Council of European Municipalities and Regions (CEMR) is the broadest European association of local and regional governments. We are the only organisation that brings together one million democratically elected European politicians, in 60 member associations from 40 countries since 1951.

Target audience

CEMR primary target group is its members: national associations representing local and regional governments in both EU and non-EU countries. Secondary target group is members of CEMR members, i.e.: any kind and size of subnational government: municipalities, cities, regions, counties, etc. Finally, CEMR addresses all EU decision makers and stakeholders interested in EU policies and their impact on local and regional governments; as well as any stakeholder or individual interested in policies, projects and actions of and for local and regional governments.

CEMR mission is to build more inclusive, just, and resilient territories and communities through the empowerment of local and regional governments and their national associations. Our approach centres around the idea that local and regional governments are best placed to shape the answers to the most complex challenges of our time. Whether this is to decarbonize our territories justly and inclusively, fight poverty, improve gender equality, or deal with new health crises, nothing can be achieved without strong and empowered local and regional governments. We strongly believe that no challenges can be effectively tackled if local and regional governments are not structurally involved in designing European and national policies and provided with effective financial means and competencies to drive the transformation of their territories hand in hand with local communities.
