The Statutory City of Zlín is a self-government unit with the status of a regional city and a municipality with extended competence. It is responsible, among other things, for establishing conditions for the development of social care and for meeting the needs of its citizens, such as housing.
We need to address the current challenges in social services and urban asset management in European cities. This exchange will allow to transfer innovations and experiences from the peer city and support common European objectives in the field of social inclusion, sustainable development and building stronger communities.
Our challenge:
1) Increasing need for effective social services and inclusion of vulnerable populations – out of the total population of 74 255 inhabitants of Zlín, the city records 150 homeless people and another 200 people at risk of losing their housing, 367 people with disabilities, 257 people at risk of social exclusion.
AND / OR
2) Insufficient management of the city's housing fund and the need for innovation in the field of social housing – Zlín owns 1 886 flats and needs inspiration in innovative approaches to managing the housing fund and providing affordable housing for vulnerable groups.

We would like to organize the exchange with a peer city that has experience in some of these areas (Social Innovation and/or Urban Asset Management):
• Best practice in social services, particularly for supporting older people, people with disabilities and other vulnerable groups.
• Experience in implementing innovative social services and social work methods, including community centres, fieldwork and participative approaches.
• Models of cooperation between the public, non-profit and private sectors in the provision of social services.
• Evaluation and measurement of the impact of social policies on inclusion and quality of life of the population.
• Effective models for managing the urban housing fund – systems of renting, maintenance and investment in housing infrastructure.
• Experience with social housing, including criteria for allocating housing, integration programmes and homelessness prevention.
• Sustainable property development policies, e.g. energy efficiency, building renovation, financing sustainable projects.
• Innovative tools for planning and managing housing policy, e.g. digital platforms, GIS systems, participative planning.
