Climate resilience in urban areas

Climate change poses challenges on our urban infrastructure due to the impacts of extreme weather event such as flooding, heat waves, fires, air quality and others. most cities have matured urban areas where refurbishment is challenging due to lack of space and private ownership of buildings which requires expensive funding. How can we find "quick-wins" on these urban areas to demonstrate the potential of a structured adaptation refurbishment?
