Just Transitions was not one of the UIA’s call themes. Consequently, this has not been the focus on the ten case studies presented here. Rather, they have utilised their resources under the banner of Energy Transitions, Climate Change Adaptation, Circular Economy or other topics.
Appendix 1: Case Studies

Just Transitions was not one of the UIA’s call themes. Consequently, this has not been the focus on the ten case studies presented here. Rather, they have utilised their resources under the banner of Energy Transitions, Climate Change Adaptation, Circular Economy or other topics.
However, their selection reflects the fact that their activities and results can contribute to the Just Transitions process, ensuring that we achieve climate neutrality without leaving any person or place behind. Each of them contributes to at least one, and in most cases several, of our three sub themes:
• Future skills forecasting
• Supporting emerging green sectors
• Skilling and Reskilling
These ten city cases have emerged from a filtering process that has included a scan of all UIA funded projects, a survey of 25 cities that are actively involved in some dimension of the green skills agenda, and city hearings with 10 UIA cities The final selection reflects a mix in terms of city size and location and other criteria have included:
• Fit with wider territorial and EU strategies
• The scale of innovation
• The mix of interventions
• Results
• The potential for transfer and scaling
