Climate change poses an existential threat to humankind at a scale where conventional, technological and governance approaches are insufficient and need innovation. Deep systemic changes and transformative actions are needed (European Environment Agency, 2019). The European Green Deal acknowledges this need and seeks to address it in transforming the EU into a modern, resource-efficient and economically competitive carbon-neutral continent. Net neutrality of emissions of greenhouse gases is to be achieved by 2050 (European Council, 2019). At the same time, these changes are to be achieved while no person and no place is left behind.

Just and Democratic Transitions – context and concept
Climate change poses an existential threat to humanity; a threat so great that conventional technologies and governance paradigms will not solve it.
Governance for ensuring Democratic and Just Transitions
Tackling climate change requires deep systemic change across society (European Environment Agency 2019). This change will affect everyone – some will benefit from new business ventures and jobs; others will face the risk of energy poverty, unemployment, health problems, and other negative consequences.
Participative governance solutions found by UIA projects to support Democratic Transitions
The following chapters summarise the solutions found under three sub-topics: fostering citizen participation, collaborative decision-making and individual behavioural changes.
Opportunities to scale up and deliver Democratic Transitions more widely
The experience gained in UIA projects confirms the advantages of collaborative governance, which is in line with the literature and experience of other programmes.
How Democratic Transitions for all can work in practice – 8 case studies
While all 14 case studies of surveyed projects offer valuable insights about most of the aspects discussed in the previous chapters, the following case studies are particularly instructive in a variety of ways, which will be further discussed.
