The Inception Report of the EUI Policy Lab on Integrated and Active Mobility introduces the Lab’s purpose and methodological framework. Developed by Rupprecht Consult for the European Urban Initiative, it sets the foundation for a Europe-wide exploration of how cities can shift from small-scale pilots to city-wide, integrated systems that make walking and cycling natural, safe, and accessible choices for everyone. The report outlines the Lab’s objectives, focus areas, and timing within the wider EU mobility agenda—showing how it will help bridge the gap between European policy ambitions and the realities of implementation in cities of different sizes and contexts.

Serving as both a conceptual and operational roadmap, the report defines key study themes—accessibility and inclusion, data and technology, behavioural change, and the barriers to scaling up active mobility. It also details the methodology for evidence gathering and stakeholder engagement, including questionnaires, hearings, and focus groups, leading up to the EU City Lab event. By synthesising lessons from Urban Innovative Actions, URBACT and EUI projects, this inception report positions the Policy Lab as a practical tool to support cities and managing authorities in designing, implementing, and financing integrated mobility systems that are inclusive, sustainable, and ready for replication across Europe.
