
The Nordic Energy Capital (NEC) project transforms Vaasa’s urban energy system through a digital twin of the Vaskiluoto energy network, integration of satellite and ground data, and co-creation with citizens. By combining technology, data and participation, NEC will pilot scalable, low-emission solutions to optimise electricity and heat networks. The Nordic Energy Capital (NEC) project, led by the City of Vaasa, aims to deliver a systemic urban energy transition model with European transferability. It addresses the urgent need for carbon-neutral energy systems by developing a digital twin of the Vaskiluoto energy system and co-creating an urban energy efficiency model based on integrated satellite and ground data. Supported by these tools, the project will pilot a high-temperature heat pump system and demonstrate sector coupling for optimised electricity and district heating.
Further, it empowers citizens and property owners through data co-exploration and an interactive portal, improving transparency, awareness and behavioural change. The NEC approach leverages Vaasa's strong industrial base, pioneering energy cluster (EnergyVaasa), and robust research, development, and innovation (RDI) expertise to achieve urban energy flexibility, reduce emissions and heat loss, and support smart planning. Expected results include emissions reduction, increased energy efficiency, citizen engagement, and a replicable data-driven solution for urban sustainability.
